Qualified companies announced for Shuqaiq-3 Independent Water Plant construction in Saudi Arabia

Saudi Arabian firm Water & Electricity L.L.C (WEC) has published a list of the companies who have submitted their ‘Statement of Qualification’ (SOQ) for the construction of the Shuqaiq-3 IWP (Independent Water Plant), and qualified.
The Shuqaiq-3 IWP is among a series of new Independent Water Plants (IWPs) WEC intends to commission to meet growing water demand in the region.
The IWP will be located in the city of Shuqaiq, on the Red Sea coast, approximately 137 km north of Jazan, KSA, and will be powered by electricity from the high voltage grid.
The IWP will have a planned net potable water capacity of 380,000 m3/day and will be designed using reverse osmosis seawater desalination technology.
WEC is also considering linking the new IWP, with the potential acquisition of the existing Shuqaiq phase 1 Plant which was commissioned in 1989 and which is owned by the Saline Water Conversion Corporation. Shuqaiq phase 1 is a combined power and water Plant with installed capacities for water and power of[97,000 m3/day on a MSF basis and 108 MW.
WEC is conducting a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, implementation, operation and maintenance of the Project, together with associated infrastructure and facilities.
Under a 25-year concession Agreement, the project company to be incorporated to develop the Project will sell the entire water desalination/water desalination and power capacity and output to WEC under a Water/Power and Water Purchase Agreement. WEC’s obligations under the Purchase Agreement will be supported by a credit support agreement from the Government of KSA.

WEC was established as a Limited Liability Company (LLC) in 2003. WEC’s corporate purpose is the sale and purchase of water and electricity and all required ancillary activities. WEC will be the counterparty under the PWPA and will buy the project’s water and electricity. WEC will in turn sell the water and electricity on to Saline Water Conversion Corporation (SWCC) and Saudi Electricity Company (SEC) respectively.
SWCC and SEC each own a 50% shareholding in WEC.
